POSITION SUMMARY:

In partnership with the Chief Administrative Officer, the Director of Human Resources manages all aspects of the council’s day-to-day human resources (HR) functions. This individual is tasked with supporting the strategic business goals of GSWNY by directing the fulfillment of organizational workforce needs in accordance with council policies and current market trends. It is critical that this person have a strong understanding of the federal, state and local legal landscape, as well as have the ability to interact with all levels within the organization, respond well to pressure, be resourceful and efficient, and maintain a high level of professionalism and confidentiality. The Director of Human Resources also serves as lead functional subject matter expert, capable of independently and successfully navigating a wide range of human resources responsibilities in order to support the departmental, organizational and individual needs of the council.

 

ESSENTIAL FUNCTIONS:

  • Directly implement and manage human resources programs, including but not limited to: talent acquisition, staffing, employment processing, payroll and group employee benefits administration, 401(k) administration, training and development, records management, safety and health, employee relations and attending to employee requests and support needs.
  • Actively participation in the development of environments that foster diversity, equity, inclusion, and access through words, actions, and attitude. Participate as an active and contributing member of the Council’s Diversity, Equity & Inclusion Committee.
  • Manage employee benefits including agent and carrier selection, enrollment, monthly administration, and invoice processing, as well as COBRA benefits administration as needed.
  • Oversee the organization and maintenance of all personnel records for both current and past employees, ensuring the confidentiality of sensitive employee information, as well as compliance with both regulatory and data management guidelines.
  • Successfully maintain, operate and utilize all aspects of the Council’s HRIS and Payroll system (ADP Workforce Now) at an expert-level, displaying mastery of applicable HR departmental technology resources. Responsible for processing biweekly payroll, ensuring accuracy and providing a high degree of customer service to employees with payroll or system-related support needs.
  • Manage an effective recruitment program and all aspects thereof, including job postings and recruitment resources, employee screening, new employee onboarding and orientation.
  • Review HR and recruitment-related inboxes, ensuring employee requests are prioritized effectively and answered promptly. Coordinate with CAO as needed to ensure accurate response, as well as to implement ongoing process improvement initiatives for department.
  • Manage employee separation process, notices and related documentation, as well as work with the Chief Administrative Office to conduct exit interviews with departing individuals.
  • Work to effectively measure and manage employee engagement on an ongoing basis, such as annual performance management and reviews, employee engagement surveys, Best Places to Work survey participation and professional development.
  • Interpret, administer, propose changes where necessary, and publish Council employee policies and procedures. Responsible for helping to ensure Council remains current and compliant in its implementation of relevant employment laws.
  • In partnership with Chief Administrative Office, helps to develop and manage HR departmental budgets and corresponding resource allocations, as well as track budget spending throughout the fiscal year.
  • Independently manage and complete special projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information. Effectively manage stakeholder expectations by communicating project status and issues; resolving concerns; preparing reports.
  • Prepare various Human Resources reports by collecting, analyzing, and summarizing data and trends. Monitor and interpret various market trends, providing recommendations on how Council might implement new strategies where necessary or beneficial.
  • Participate in the annual strategic planning process, making recommendations on how the Human Resources Department can best support the Council’s overall strategic goals, as well as maintain a culture of continuous improvement aiming to best ensure employee engagement, support and retention.
  • Partner closely with CAO to ensure that council complies with federal, state, and local legal requirements, including but not limited to: studying new legislation; anticipating legislative changes where possible; assisting CAO with enforcement of adherence to requirements.
  • Direct the ongoing maintenance of various policies and procedures, such as the GSWNY Employee Handbook, Seasonal Staff Policies, Sexual Harassment Prevention Policies, etc.
  • Draft and maintain accurate job descriptions and organizational charts.
  • Participate in development of department goals, objectives and systems.
  • Design and deliver training sessions to Council employees where necessary.
  • Communicate effectively with Staff Team in person, over Zoom/video conference, telephone and email in a manner that instills trust and represents both the HR department and the Leadership Team in a positive and professional manner.
  • Work with CAO on the evaluation of reports, decisions and results of department in relation to established goals. Endeavor to identify new approaches, policies and procedures to continually improve efficiency of the department and services performed.
  • Support Outdoor & Property Department with annual seasonal camp employment initiatives through partnership with CAO and Director of Camp Administration to direct recruitment and employment efforts on an annual basis. Prepare offer letters, review and revise annual seasonal new hire documents, oversee onboarding and orientation of camp staff, including design and delivery of required training sessions. Ensure seasonal staff are accurately reflected in HRIS system. Process payroll for all seasonal staff throughout summer camp season.
  • Draft Human Resources documentation and communications, including but not limited to: Offer Letters, FMLA required forms and qualified leave letters, Job Descriptions, etc.. Review and revise templates and HR documents when necessary to ensure current and compliant.
  • Possess a profound understanding of the various types of qualified leaves available to Council employees, as well as the applicable leave requirements, processes and procedures. Be capable of articulating and discussing leave needs and potential options with employees seeking assistance. Prepare required documentation and coordinate with CAO to ensure full compliance and appropriate implementation of the various qualified leave processes and procedures. Make recommendations to CAO, suggesting best method or process available to employees seeking leaves. Work with the required insurers and agencies to oversee leave process and assist employees with navigation thereof.
  • Help to facilitate both conflicts resolution and progressive discipline processes, as well as direct employee counseling protocols as needed.
  • Support workplace investigations as needed in accordance with best practices, ensuring property documentation and adherence to appropriate protocols. Partner with CAO to collect information, coordinate with legal counsel as needed, and devise effective strategy.

Experience and Skills:

Experience & Qualifications:

  • A bachelor’s degree or equivalent work experience is preferred;
  • SHRM Certification preferred;
  • Minimum of five years of Human Resources experience, preferably in a manager-level role, displaying increasing responsibility.
  • Intermediate to advanced-level experience with HRIS and payroll systems. Experience using ADP Workforce Now preferred but not required.

  • Subscribe to the principles of the Girl Scout Movement and become a registered member of GSUSA;
  • Successfully pass the required background checks at hire and thereafter;
  • Maintain reliable transportation to and from home and work;
  • Ability to meet the travel requirements of the position to conduct Council business;
  • If travel is required, must possess a valid driver’s license, meet minimum state auto insurance requirements, and meet the insurance carrier’s requirements for coverage.

 

Hours & Travel:

  • Occasional travel as needed to other offices and properties throughout the nine counties our Council serves.

 

GIRL SCOUT MEMBERSHIP:

All Employees of Girl Scouts must maintain an active, annual membership in Girl Scouts of Western New York. This membership must be renewed annually, and all newly hired employees are expected to enroll with GSWNY within the first 30 days of their employment.
